Is RIVA a replacement for the County Veteran Service Officer (CVSO)?

No. RIVA works alongside CVSOs and community partners as a complementary support. We help bridge gaps, provide additional navigation, and strengthen coordination—but official determinations and filings remain with the appropriate agencies.

Who can access RIVA’s services?

Veterans, their families, and caregivers in rural Indiana communities are welcome.

Does RIVA provide clinical or mental health services?

No. RIVA does not provide clinical care or licensed mental health services. If a veteran is experiencing a mental health crisis or urgent need, we focus on rapid connection to appropriate emergency services, crisis lines, and trusted local or state resources.

Can RIVA help with both VA and Medicaid-related services?

Yes. RIVA can help veterans understand how VA benefits and Medicaid long-term services may intersect, including when dual eligibility may be appropriate. RIVA helps to gather required information and initiate a referral to the appropriate state or local entity for eligibility determinations and application.

How does RIVA measure success and impact?

RIVA tracks both quantitative and qualitative outcomes, including service utilization, successful referrals, timeliness, and veteran-reported clarity and confidence. Measuring impact allows us to improve services, adapt as systems and veteran needs change, and demonstrate transparency with donors and community.
